The National Development Corporation is custodian of DRSTP beneficial interests in free zones developed by private Concessionaires. It shall assemble and package state and private lands, infrastructure, and electromagnetic spectrum for private free zone concessions, and distribute proceeds to shareholders including the Government, the Free Zone Authority, and the Learning Opportunities Fund to be established as a nonprofit foundation.

The Learning Opportunities Fund is administered in close cooperation with the FZA, and dedicated to increasing the skills training and educational opportunities for citizens of the DRSTP. The Fund finances skills development and training scholarships for Sao Tomean/Principean nationals interested in free zone- and other export sector-related business and job opportunities.
